For all intents and purposes, the Superintendent of a school district is employed at the will of the Board of Education and is considered the "Chief Executive Officer" for the district's operations.  As such, it is the Board of Education that is responsible for overseeing the performance of the Superintendent and holding them ultimately accountable for performance of the district, including financial decisions and "stewardship of the assets of the district".

Superintendents are employed via an employment contract.  Here in Central D301, the current Superintendent's contract is a 5-year, performance-based contract as outlined in Illinois School Code 5/10-23.8.  The challenge for 301 is that a review of our last two Superintendent contracts reflect no specific performance expectations  in contrast to more detailed performance expectations found in other districts.

PERFORMANCE PLANS FROM OTHER DISTRICTS

We took some time to research other Illinois Superintendent contracts and found very specific performance expectations for this position.   We found the contract for St. Charles/D303's Superintendent, Paul Gordon, to have thorough, measurable goals for his performance expectations that are worth reviewing (click on the image to the right).  You will notice in his contract under "Powers & Duties",  there is a bullet called, "3. Performance Goals and Indicators".  This is where the district ties in specific performance goals for the Superintendent.  That is missing from the D301 Superintendent contract.   Here are other examples to look through:
